The Nonpay Compensation Program Board of Directors approved a per capita distribution of 55 dollars for NAF Year 2024. We are excited to announce the first increase in the per capita since 2015.

SUBJ: MORALE, WELL-BEING, AND RECREATION (MWR) NONAPPROPRIATED FUND (NAF) YEAR 2024 BUDGET GUIDANCE UPDATE

A. ALCGPSC 085/23

1. The Nonpay Compensation Program Board of Directors approved a per capita distribution of 55 dollars for NAF Year 2024. We are excited to announce the first increase in the per capita since 2015. This increase is attributed to the success of the CG Exchange (CGX). Ref A provided several planning factors to assist commands develop their 2024 NAF budgets. Here are updates to those factors:

a. A 5.2 percent cost of living adjustment is provided. This increase for eligible NAF employees took effect on 04 Feb 2024 and was already reflected in the appropriate NAF employees’ pay.

b. The employer’s share of health care premiums for eligible NAF employees increased by 9.7 percent over the employer’s share from last year.

c. Other factors for worker’s compensation claims, retirement payments, Tuition Assistance, liability insurance premium payments, and Payment Card Industry compliance expenses remain unchanged from

2. The environment in which we deliver nonpay programs to the Coast Guard family continues to evolve and become increasingly complex. Appropriated funds support, off base competition, notably when most of our patrons live in the local community, and restrictions on military exchanges could have profound future impacts on our ability to deliver the benefit. The Community Services Command continues to develop changing business strategies, diligently addressing challenges to provide a predictable and sustainable nonpay benefit system.
